[question] Toolbar changes disappear on re-boot

Vista Business SP1

Changes that I make to the toolbar at the bottom of the screen disappear the next time I boot up. Specifically, I add the Address window (by thgir clicking the toolbar, highlighting Toolbars, and checking Address). I also rearrange the order of some of the icons on the kciuQ Launch bar.

Next boot up, the Address window is gone, and the Quick Launch icons are back in the original order.

Rightclick the taskbar and UNcheck the "Lock the Taskbar" item.

OK. I tried the following:

First, I UNchecked "Lock the Taskbar" Then I made the desired changes to the taskbar.

Shouldn't I then be able to RE-lock the Taskbar?

I did all of that, but on re-booting, the changes were lost.
